How do we ensure compliance?

WHEN a mailer returns as undeliverable, THEN commence list maintenance activity.

If a Supervisor of Elections (SOE) sends out an official, non-forwardable mailer to a voter and it returns as undeliverable, what happens next?

 

  • If an address confirmation request is returned to the SOE as undeliverable

    • without indication of an address change, or

    • there is no response from the voter within 30 days, or

    • if any other non-forwardable return-if-undeliverable mail is returned as undeliverable with no indication of an address change,

  • The SOE shall send an address confirmation final notice to all addresses on file for the voter.

  • The SOE must designate as inactive all voters who have been sent an address confirmation final notice and who have not returned the postage prepaid, preaddressed return form within 30 days or for which the final notice has been returned as undeliverable. 

HOW DOES THE COMPLIANCE ENGINE ENSURE DATA INTEGRITY?

  • ALERTS the SOE if an address confirmation final notice is not mailed to the voter within a predefined timeline

  • ESCALATES to the Department of State (DOS) if the SOE fails to mail the final notice after ALERT within a predefined timeline

  • ENFORCES by holding the SOE accountable if the final notice is not mailed within a predefined timeline
